1. INTRODUCTION TO EKSA 1.1 DEFINITION OF EKSA The Public Sector Conducive Ecosystem (EKSA) was launched in January 2014 as a re-branding project of the Public Sector 5S in response to the need to highlight a quality and conducive workplace in order to be more important to Malaysian government departments or agencies. EKSA is meant to enhance the existing Public Sector 5S which are Seiri (Sort), Seiton (Set), Seiso (Shine), Seikutsu (Standardize) and Sitsuke (Sustain). 5S is the most effective technique for creating a culture of continuous improvement known as “Kaizen” in Japanese. Kaizen is a way of repairs done bit by bit but steadily, especially in human-oriented activities and processes. To make it work, participation and commitment is needed from all levels of the organization. Practice with an emphasis on creating a conducive working environment. MAMPU has undertaken the initiative to enhance the existing Public Sector 5S Practice in a rebranding exercise which introduced the Public Sector Conducive Ecosystem or better known as EKSA. This move is in line with efforts to strengthen the organisational culture of high performance and innovation among public sector agencies by providing a conducive environment, work culture and positive values for public servants. i.

SORT : is the segregation and disposal of goods which is not needed in the workplace.

ii.

SET : equipment in an orderly, neat, effective, safe and easily accessible.

iii.

SHINE : to ensure workplace space or equipment clean of dust or dust that can affect equipment function, product quality and health.

iv.

STANDARDIZE : the same, the same shape and the same color either on its features, layout or rules.

v.

SUSTAIN : strive to adopt 4 5S practices namely side, stack, sweep and uniform in addition to execute continuous improvement in their respective departments or agencies.

1.2 OBJECTIVE OF EKSA 1. Enhance corporate image. Corporate image reflects the identity or perception of a customer’s stake in the environment, actions and achievements of an organization. Work values, etiquette and norms are essential among employees especially to create a positive corporate culture. Apart from this, EKSA also emphasizes on the safety aspects of the work environment among the Public Servant. 2. Creativity and innovation. In

order

to

improve

productivity

in

the

workplace,

EKSA

encourage

department/agency staff cultivating elements of creativity and innovation while performing a task and their respective responsibilities. The public sector environment often changes accordingly the passage of time demands the creation of an organizational culture dynamics based on creativity and innovation. Citizens of a department or agency encouraged to always think out of the box to produce an environment conducive and safe work. 3. Lead the latest initiatives in creating a conducive green environment. Emphasis is also given on aspects of Green Practices in mosques by implementing programs and activities such as recycling and improving energy efficiency towards saving resources. It is hoped that Green Practice activities can be applied to all mosque staff or mosque users to use resources optimally. 4. Conducive Environment. A conducive environment is important in strengthening the culture of high -performing and

innovative

organizations

among

mosque

employees.

EKSA's

practice

encourages emphasis on a customer -friendly service delivery system and provides comfort when using the mosque facilities provided. For customers with disabilities (OKU), appropriate facilities should be provided for their convenience use the existing facilities. 5. Ensure the elements meet the needs of diversity. Introduce a new evaluation and auditing model that includes generic criteria and specific criteria by considering the diversity of government department/agency premises according to the type of services provided. The approach that was practiced previously, namely one size fits all, was found to lack the needs of various government departments/ agencies at present.

2. OVERVIEW OF THE MOSQUE 2.1 BACKGROUND OF THE MOSQUE The mosque we chose for this assignment is Noor Aini Mosque and also known as a Cahaya Mataku Mosque. This mosque is named Noor Aini after Tengku Ahmad Rithauddeen's wife. Tengku Ahmad Rithauddeen was a Member of Parliament for Kota Bharu for five terms and he is also one of Kelantan's royal relatives. This mosque development was fully funded by Tengku Ahmad Rithauddeen itself which cost RM2 millions. Noor Aini mosque is located at the Pasir Hor, Kubang Kerian. It takes about 10-15 minutes from Kota Bharu town centre but the location of the mosque is quite hidden in the neighbourhood of Pasir Hor. It is because the location is protected from the hustle and bustle of the city cause many people, especially people who live outside of Pasir Hor and Kelantan do not familiar or recognize this mosque. It can be said that individuals born in Pasir Hor, Kelantan are only familiar with this mosque. Although this mosque is not well-received or known by outsiders due to its non-strategic position, it has always been a mosque in the hearts of the villagers. This means that all activities organized by the mosque like congregational prayer or Friday prayers for men are always lively and welcomed by the villagers around the area. The opening ceremony of Noor Aini mosque was officiated by Menteri Besar of Kelantan, Dato' Bentara Setia and Dato Haji Nik Abdul Aziz Nik Mat on Saturday, 24th October 2009, the same date the mosque was opened to the public. Just like other mosques, Noor Aini mosque also has its own vision, mission and charter as the mobilizer of a mosque organization. One of the visions of Noor Aini mosque is to be the best center of worship in the state of Kelantan by producing a knowledgeable, faithful and predictive society. The mission is to make Noor Aini mosque a center for Islamic revival through Ibadah, Da’wah, development of knowledge, socio-economy and heritage of Islamic architecture. So, to achieve that vision and mission, Noor Aini mosque has its own charter. There are 5 charters that must be complied with by all the congregation of Noor Aini mosque. First charter is promise to perform congregational prayer 5 times, Friday prayer and Eid prayer on time. Second charter is will enjoy the mosque by holding knowledge and skills improvement programs at the levels of children, adolescents and adults professionally. Third charter is will ensure the mosque is a comfortable center of worship with cleanliness, safety and harmony of the congregation. Fourth charter is ready to carry out activities to encourage Noor Aini mosque and cemeteries in Mukim Pasir Hor. The last charter are ready to collaborate with various parties to implement programs and activities for the benefit of the local community. 8

Not only that, as we know, each mosque has its own unique architecture, as well as Noor Aini mosque. For those who stop by or just through to Pasir Hor area, the view is sure to be directed towards Noor Aini mosque because of the beautiful management structure itself. First of all, the uniqueness of the architecture of Noor Aini mosque is made with wood carvings in every corner of the mosque as on the walls there is wood carved with the verses of the Quran and on the basis of the mirror behind it adds to the uniqueness of this mosque and the carvings are engraved by carvings from Bali, Indonesia. Noor Aini Mosque Committee Chairman said, only the basic structures for the mosque such as pillars, floors, fences, toilets and offices use cement or concrete. Even though it was engraved by the engraving from Bali, Indonesia, the engraving applied still uses the characteristics of traditional Kelantan carving. This uniqueness makes Noor Aini mosque one of the most beautiful mosques in Kelantan. This beautifully etched mosque is the idea of Tengku Noor Aini itself. Because of her love of the arts then she wants to form a mosque that is based on a traditional Malay architecture and combined by the elements of Islamic therein. The truth is that mosques made of wood cost much higher than mosques that are made of concrete. This is because it takes into account the use of wood and the method of carving or completely pure technology of Indonesian carpentry. Not only that, it also takes a long time to finish compared to normal mosques. It took a long time to complete the construction of the mosque because it had to be done carefully, especially the interior decoration which involved carvings made by Indonesian. This makes the carved architecture of the Noor Aini mosque and carpentry a landmark for the state of Kelantan which for so long seems to have been forgotten by the authorities or planners whenever a mosque is to be built. Furthermore, Noor Aini developed with a site of 0.2 hectares with the existence of facilities such as mosque offices, toilets for men and women, stores, spacious parking lot and special parking lot for people with disabilities (OKU). With the convenience of these facilities, it can provide comfort to the village community who come to the mosque. To the left of the mosque, there are different buildings that serve as the office of Noor Aini mosque. If the community has mosque related matters, they can go directly to the mosque office. For example, matters involving meetings, zakat or any other. From the outside we can also see that the Noor Aini mosque is also made with a two-story overlapping roof to facilitate the flow of rainwater so that it does not easily rot the wooden wall structure. Therefore, there are also windows and doors specially carved by sculptors from Bali, Indonesia to sue and 9

provide comfort to the congregation of the mosque as the Noor Aini mosque is among the mosques that do not have air conditioning. If seen from inside the mosque, it is decorated with a large crystal chandelier that can provide more space and atmosphere inside the mosque, especially at night. Although the Noor Aini mosque does not have air conditioning like most other mosques, it is equipped with a powerful hanging fan. So the congregation will not feel hot during prayers.

10

2.2 MANAGEMENT STRUCTURE Besides, to ensure the smooth operation of Noor Aini mosque, it must need a group or organization that can lead it. So that Noor Aini mosque chart is divided into two charts, namely the Organization Chart of Mosque Officers and the Organization Chart of the Mosque Committee.

CHART 1 According to the Noor Aini Organization Chart of Mosque Officers given, is headed by Haji Razali bin Jusoh as an Imam one (Imam Tua). His main responsibility is to be the Head of the Dakwah & Enlightenment Bureau. He also responsible in leading the obligatory prayers and any other congregational prayers at Noor Aini mosque, reciting Friday sermons, Eid sermons and other sermons related to or leading the matter of fardhu kifayah on the corpses of Muslims who died in the parish of the mosque until perfect buried. Not only that, he was assisted by Amir Syawal bin Abdullah as a second Imam (Imam Muda) in helping to coordinate and engage in the program of study Islam and worship activities at Noor Aini mosque. Moreover, below them is the Bilal held by Muhammad Ali bin Saad. He is responsible in chanting azan and Iqamah for every obligatory prayer, managing and operating loudspeakers, reciting Salawat and

11

giving advice before the Khatib ascends the pulpit on Friday prayers and is responsible for assisting the duties of Imam One and Two. Last but not least, there is Siak that lead by Haji Muhammad bin Haji Raub. He will be assisted by Siak’s assistant, Daud bin Musa. They are both responsible for maintaining the cleanliness of the entire Noor Aini mosque, ensuring that the doors of the mosque are opened and closed on a daily basis and reporting any untoward incidents that occur in the mosque.

CHART 2 While for Noor Aini Organization Chart of the Mosque Committee is headed by Haji Muhammad Ismail bin Salleh, the Chairman of Noor Aini mosque. The chairman of the mosque was responsible to conduct meetings, ensuring all mosques' work went perfectly and peacefully. Under the chairman, they have a Deputy Chairman which is Jusoh Bin Muda. He is responsible for assisting the Chairman.

12

While Abdul Rahman bin Muhammad, as a secretary of Noor Aini mosque responsible to make a Special Meeting of Parish Committee, Annual General Meeting or General Meeting of the Noor Aini mosque or any other meetings directed by the Council or department. He also should prepare an annual report on activities at Noor Aini mosque to be presented at the annual general meeting. He will be assisted by deputy secretary, Sulaiman bin Sulong in handling all correspondence, keeping documents and records of Parish Committee and Noor Aini Mosque Officers and assisting the Secretary in the affairs of the Committee if the secretary is absent. Next, Ngah bin Mahmud is responsible as treasurer of Noor Aini mosque in preparing and updating valid accounts related to Noor Aini mosque finance in the financial account book. He is responsible for controlling, supervising and receiving khairat collection and Noor Aini mosque fund donations. In the organization chart of Noor Aini mosque is also divided into four bureaus. The first bureau is the education and da'wah bureau, headed by Musa bin Nordin and assisted by Ahmad Jamal bin Abdullah. He and Jamal are responsible to hold public talks, lectures, forums and establish learning classes for children such as fardhu ain classes, hajj and umrah courses, mukaddam classes, al-Quran classes, al-Quran and additional classes, slaughter courses and others. Second bureau is the cleanliness and cheerfulness bureau. This bureau is headed by Rahmat bin Muhammad. He will be assisted by Iskandar bin Hussin. They are responsible for cleanliness and cheerfulness programmes of Noor Aini mosque such as gotong royong involving parish members and NGOs. Not only that, they also need to provide facilities outside the Noor Aini mosque such as shoe racks, luggage storage, and proper motor parking. Under this bureau there is also a vetting expert which is Rosman bin Andak. He will observe and ensure all the cleanliness and cheerful work of the Noor Aini mosque bureau works smoothly. Third bureau is the welfare and district affairs bureau led by Abdul Talib bin Ahmad Sani. Under him, there are two persons in charge to help him, Che Razak bin Che Ishak as a committee member and Ahmad Buhari bin Ahmad as a vetting expert to provide assistance to poor students, orphans, the needy and the poor, the sick, the traveller and converts around Pasir Hor. The last bureau is the youth and women development bureau. This bureau is led by Raja Hussin bin Raja Ayob. His Assistant is Ali Yusof bin Ali Osman. They together were responsible to form a women's dance team to organise a muslimah group, nasyid groups and Islamic arts, HELWA advisory services, home management classes and others at Noor Aini mosque. Appointing or carrying out the management of women's remains in the parish area is also one of their duties. 13

Apart from being a place of worship with a calm and comfortable atmosphere, Noor Aini mosque was built at a cost of RM 2 million, is also suitable for various community activities and programs of appreciation to all levels of society. 2.3 SERVICES AND ACTIVITIES Although the mosque is not as popular as other mosques due to its nonstrategic location, the activity in this mosque is always received by the local villagers. But when the Covid-19 hit the world, all activities at Noor Aini mosque and also others mosques have been limited according to the capacity of the mosque and need to follow all the Standard Operating Procedure (SOP) that has been made by the government to prevent the virus from spreading among mosque worshipers. Among the services and activities that have been done at the Noor Aini mosque are Gotongroyong activities, Tahlil Feast, Tajwid class, Religious class or Usrah after prayer and breaking fast ceremony. The first activity is Gotong-royong activities at Noor Aini mosque are usually held every Friday morning. They together clean the outside and inside of the mosque. This is one of the reasons why Noor Aini mosque always looks clean and tidy. Gotong-royong activities provide many benefits such as can further strengthen the unity between the communities, be able to practice the practices of cleanliness that are emphasized in Islam and also able to form a conducive society. Not only that, Gotong-royong activities also can foster an attitude of noble values

such as cooperation among the community regardless of age, but after covid-19

hit the world, this activity cannot be continued because it will involve a lot of people. So the mosque had to follow the SOP that has been issued by the government to prevent the spread of this epidemic. Second activity is the Tahlil Feast. Tahlil Feast is a tradition of reciting certain verses from the Qur'an, followed by remembrance in the form of Istighfar, Salawat, Tasbih, Tahmid, Takbir and Tahlil (Kalimah Tauhid). The recitation of this tahlil will be led by the imam on duty that night. So, the reward of Tahlil can be given to the person who died. After that, the ceremony continued with a dinner, funded by the family of the deceased. Usually the Tahlil Feast at the Noor Aini mosque is made if there is a request from the family of the deceased and it is made every Friday night. Third activity is Tajweed class. Noor Aini mosque, opens the Tajweed class to all sections of society (elderly, adults or children). Tajweed class is to learn about Makhraj, the laws of Tajweed and the nature of the letters of the verses of the Quran accurately. The management of Noor Aini mosque has appointed an Ustaz who specializes in Tajweed to teach the villagers who join this class. Usually, the Tajweed class lasts for 3 months for one learning session. Interestingly, the management of 14

Noor Aini mosque will provide a special certificate for participants to participate in each class after the end of the study period. One of the benefits of joining the Tajweed class is you can improve the recitation of the Qur'an. Fourth activity is religious class or Usrah after prayer activity. Usrah is a group of people who believe in Islam and try to help each other to understand and appreciate Islam and strive to improve knowledge, deeds or avoid immorality. Usually Usrah at Noor Aini mosque is performed after Asr and Fajr prayers. The Usrah will last for 15 to 30 minutes only as the pilgrims need to continue their life to work. The objectives of Usrah is to increase the members' understanding of Islam and determine their attitude towards each problem as Muslims and build a generation of Muslims who uphold Islamic morality in themselves and are sensitive to all things that are not Islamic. Last but not least is breaking fast ceremony activity. Breaking fast ceremony can be said to be a mandatory or necessary program every year organized by Noor Aini mosque. It’s already been a tradition to the congregation of Noor Aini mosque. Usually the management of the mosque itself will find funds to make this ceremony. Usually the breaking fast menu at Noor Aini mosque is ‘Nasi Arab’, ‘Nasi Kandar’, Chicken Rice, Porridge and traditional dessert like ‘Onde-Onde’, ‘Akok’, pudding caramel or’ Sekaya’. Although Covid-19 in our country is still unstoppable, some activities in mosques are still running with strict SOP practices namely by limiting the number of people according to the capacity of the mosque, always keeping a distance of 1 meter from each other and always wearing face masks and hand sanitizer. Society now needs to get used to the new norms.

17

3.2 IDENTIFICATION OF ZONES 3.2.1 FLOOR LAYOUT

3.2.2 SMALLER ZONE OF WORKABLE EKSA AND THEIR FUNCTIONS

18

Functions : Switch - Serves as the main place to channel and control electricity for the purpose of lighting the local area. The switch here is intended for the use of lights in the toilet area to prevent the toilet from being dark and unsafe. It is an important element in this area. Place of Ablution - The place of ablution serves as the main place for Muslims to purify themselves before performing prayers. It is also a priority to always be in a state of ablution because it is emphasized in Islam. This ablution place is built long and has many water pipes and a proper drainage system to facilitate the congregation and accommodate the capacity of the mosque which is the center of worship is the focus of the public.

19

Functions : Notice board: The notice board is a part of the area where all the information regarding the activities of the mosque or any notice such as the "tadarus" Al-Quran ceremony, lectures or any other type of program organized by the mosque will be placed on this notice board. Apart from that, the notice board is also the main place for the management to make advance notice apart from the announcement in the prayer room in front of the public. Shelves : shelves are an area reserved for the congregation or the management wants to put something, what is usually filled and used is to place the Quran and also study books for the congregation in the mosque. This is because the number of books and the Quran is very much in the mosque for the needs of the people. So this shelf becomes the main medium of its storage.

20

Function : Dustbin : Dustbin are a major tool used to dispose of garbage or unnecessary items, bins are the main medium in this regard and the function of bins in this zone is more to general bins used for various uses such as wet garbage for example, plastic drinks , food containers or food waste from the mosque program, and these bins are also filled with dry rubbish such as notice paper or any other printed materials that are already needed.

21

3.3

DOCUMENTATION

OF

ISSUES

AND

RECOMMENDATION

OF

RECTIFICATIONS Place a sign at the switch area to practice electrical saving.

Figure 1 This is a picture before EKSA being apply in this area. The public may forget to turn off the switch in such areas if not necessary, sometimes during the day the lights are still switched on even though the surrounding area is bright enough.

After practicing EKSA, we plan to create signs that are appropriate to the area as pictured above. The sign warns the public to continue to practice electricity saving in this area. We chose the yellow color written in black is to make the sign clearly visible to the public so that the message we want to deliver will reach the public.

22

Figure 2 The issue here is that in every area of the mosque is only supplied a regular trash can. This makes visitors just throw all kinds of garbage in one bin and it also fills up quickly because all types of garbage are easily decomposed or not in one bin. In addition, it becomes difficult to separate dry and wet garbage. This can be changed through the proposed initiative as pictured below.

Figure 2 in the zone that will be taken in this EKSA of Go Green in EKSA and in 5S element it is practiced through the "Sort" or in Japanese referred to as "Seiri" and in the Malay language is a "Sisih". As mentioned in the picture above about the problems and things encountered. Therefore, we suggest to put a recycling bin to replace the original bin. The reason we recommend recycling bins is because it is easier for management to segregate recyclable waste. Indirectly towards supporting recycling campaign efforts.

23

Figure 3 The two pictures above show inefficient historical storage and allocate the incompleteness of the zone, however it can be changed through the initiative given in the next picture.

Refers to one of the saty from 5S which is "Seiton" in japanese or it call "Susun" in malay which means Arranging and labeling is done after all the unnecessary items are separated. This is done to facilitate use and storage. The ordering of items is done according to the same group. Doing so, it will help speed up the work process to get the goods when needed later. The main purpose of sorting is to save space to look tidier and more organized and simplify the search process in the future. In this picture is an initiative from us to manage the prayer rug after use to make it more efficient by providing a special place to store the prayer rug.

24

Figure 4 According to Figure 4, this notice board is not well maintained, which is where the papers are not well arranged, this is notice board users very crowded with layout and not systematic. This will make it difficult for people to know if the info is true or not. It also will make them cannot read the information that have been provided in the notice board users. Then, notice boards need to look attractive in order to attract people to read. From this, it will make the notice board will be systematic.

The mosque must appoint at least two committee members to constantly monitor this notice board. Monitor means always alert to the latest info which can be pasted on the notice board. This notice board should be constantly maintained and updated with information to make it easier for the public to refer. In addition, this notice board should also be decorated creatively, so that it looks beautiful and can attract people to read the info - info placed there. To make it easier for the public to see, the mosque can divide the notice board into three parts such as current issues, daily

25

prayers and activities - activities implemented by this mosque. From that, the notice board in this mosque will be more neat, shine and organized and at the same time have practiced the practice of 5S so that the notice board will be easy to read by the public.

Figure 5 Next issue is ablution place is before EKSA being apply in this area. Which is not provide sign such as they need too save the water. Although this mosque had provide enough ablution place to users but the ablution place should also be kept clean and comfortable to use. The ablution place is wet floor, so it need to provide safety signs that users will be more careful when use it. Wet floor it very dangerous place because if the users do not know, they can lead to severe injuries or users able to slippery when wet.

26

When the mosque can create a signs like the above picture. It also encourage people to save water consumption, such as turning off water taps when not in use. Thus can reduce water bills. Although, cleanliness in the ablution place is also important. When this cleanliness is taken care of together, we will all be comfortable to use it. This is also in line with the 5S Practices that have been implemented in this mosque for more systematic management. With that, the ablution place will look more shine.

Figure 6 The fourth issue is Qur'an has been mixed with Qur'an which cannot be used. The cupboard does not label Qur'an, yassin and so on. It will be difficult for users to use it. It will look disorganized. The unreadable Qur'an should be identify and should be disposed of in the right way. The Qur'an should be well arranged so that easy to people to take.

The recommendation of this issue is, the mosque need to provide a more stable Qur'an cupboard. The mosque can label Qur'an, Yassin and related books at there. With that, it will be more organized and tidy. And also the cupboard will look shine 27

and systematize and the same time have practiced the practice of 5S. In addition, the mosque should identify the Qur'an or printed materials that contain verses of the Qur'an that cannot be used, collected the items and sent to the Kelantan Islamic Religious Affairs Department (JAHEAIK). JAHEAIK provides Qur'an Disposal services. Therefore, the Qur'an or the materials will be disposed in the correct way.

28

4. CONCLUSIONS AND LEARNING REFLECTIONS 4.1 CONCLUSIONS In conclusion, for this project, our group is able to manage and finish this project together in a group. Also, we learn something new and get more knowledge from this project. Furthermore, the benefit of EKSA implementation is outlined such as improved quality of service to customers, a more positive place environment to attract the people to come, cost savings to use to make sure the mosque in the good condition and can use the money to give the poor family to ease their burden in earning a living. Also, must increase creativity and innovation the mosque and an increased level of safety such as put CCTV in the mosque area because the people who come to mosque will feel safe and be able to perform their duties calmly and peacefully. Lastly to increase the spirit. Although, we need to always practice the 5S such as side, arrange, rub, standardize, and charitable in the anything we do. It is because to make sure all the place and organization is in beautiful and good condition. Thus, it is important to upgrade infrastructure of the mosque. It is because to make sure all the people who went to mosque, will comfortable to use that mosque to worship. Therefore, we need to simplify the affairs of others especially facilities for women who come to the mosque because they need a privacy and a private place for them such as a place to take ablution water, a place for prayer and toilets. It is because to invite people to worship in the mosque. Nevertheless, the unique and beautiful mosque will attract the people especially the tourists to come to the mosque to see that in front of their own eyes. All the people not only the committee mosque must guard and preserving the sanctity of the mosque. So that people feel happy and satisfied when they come to the mosque. From this project we also learn that the role of the mosque in the expansion of da'wah to the Muslim community is hoped to attract many more people to enliven the mosque as a platform for the unification of the ummah and the economy of Muslims.

29

4.2 LEARNING REFLECTIONS The learning reflective that we get is about how to do this project successful even though during pandemic Covid-19 in our country. This is because we need to follow Standard Operating Procedures (SOPs) and need to stay away from others such as government directives to prevent the spread of Covid-19 in the community. Next, the challenge that we faced to complete this project is have to ask permission and make an appointment in advance to do the interview. Also, we need to follow a set time which has been made. This is in the interest of both parties. Not only that, since MCO or pandemic Covid-19, not all the people allowed to come on the mosque, but only a predetermined the quota can enter to the mosque. It quite hard for us to come and interview the mosque committee member. Even from this too, we get so many experiences and knowledge to finish this project.
